What Is PUL Fabric?
PUL stands for polyurethane laminate. It is a compound material made by bonding a thin polyurethane film to one or both sides of a textile substrate. The base fabric may be polyester, nylon, cotton, or a polyester-cotton blend.
A polyester knit PUL construction can provide limited elasticity, while woven Oxford, taffeta, and Taslon constructions prioritize dimensional stability, abrasion resistance, low weight, or tear resistance. The final performance depends on the substrate, coating or membrane thickness, bonding method, finishing chemistry, and intended end use.
PUL and related PU-coated fabrics are widely selected because they can combine:

2024–2026 Fabric Regulations & Compliance Update
Waterproof PUL, PU-coated fabrics, membrane-backed textiles, and water-repellent finishes require particular attention because a polyurethane coating does not automatically establish that the complete textile is PFAS-free. Compliance must be verified across the substrate, coating, membrane, adhesive, auxiliary chemicals, surface finish, contamination controls, and finished article.
Under the EU REACH PFHxA restriction, limits of 25 ppb for the sum of PFHxA and its salts and 1,000 ppb for PFHxA-related substances begin applying to general-public clothing, related accessories, and footwear on October 10, 2026. Other general-public textiles follow on October 10, 2027. A “C0,” “PFC-free,” or “fluorine-free” statement alone is not sufficient evidence; EU-bound developments should use lot- and layer-specific chemical declarations and appropriate third-party testing.
California AB 1817 has prohibited intentionally added PFAS in most new textile articles since January 1, 2025, with a total organic fluorine threshold of 100 ppm. The threshold tightens to 50 ppm on January 1, 2027. Covered products include apparel, accessories, handbags, backpacks, draperies, shower curtains, furnishings, upholstery, bedding, towels, napkins, and tablecloths. Only a narrow severe-wet-condition outdoor-apparel category receives a temporary exemption through 2027.
Compliance is not inherent to every PUL or PU-coated construction. Buyers should specify the destination market and restricted-substance requirements before sampling and request a supplier declaration, finish and membrane chemistry documentation, and ISO/IEC 17025-accredited testing where required. Testing should be tied to the actual style, color, material layers, and production lot.

PUL
